The HKMA has released the conclusions of its public consultation on the three-tier banking system, proposing a transition to a two-tier system. This transition is a significant change that will have a lasting impact on the banking industry in Hong Kong.
Under the proposed transition, deposit-taking companies (DTCs) will be merged into the second-tier institutions, known as restricted license banks (RLBs). Existing DTCs will need to meet the minimum capital requirement of HK$100 million and the minimum deposit size of HK$500,000 to qualify as RLBs within a five-year period.
To ensure a smooth transition, the HKMA has introduced measures such as allowing existing DTCs to be converted to RLBs without the need for new license applications if they meet the capital requirement within the transition period. Converted RLBs will also be able to hold and renew outstanding deposits taken before the upgrade, subject to pre-existing deposit size and maturity requirements.
Feedback from industry stakeholders has been positive, with many supporting the proposed changes. In response to this feedback, the HKMA has made adjustments to streamline the transition process and minimize the impact on existing DTC customers.
HKMA Chief Executive Eddie Yue expressed satisfaction with the consultation outcome, stating, "We are pleased to note the broad support for the proposed simplification of the three-tier banking system. The HKMA will provide guidance to DTCs in their transition."
